Around a third of those places are $$$ or above, which downtown uses in a way no other neighborhood does: happy hour is how an expensive room sells its bar seats early. 07 · Two-dollar plates

Hot and sour soup and marinated cucumbers at two dollars each — order three or four and you have a genuinely cheap dinner downtown. Note the happy hour is a separate bar menu and a tight window, so arrive for the start of it.

40+ deals at a $$$$ room, several of them four and five dollars, in a ninety-minute daily window. This is the downtown pattern in its purest form — an expensive kitchen selling its bar seats early, and the cheapest way into one of the better rooms in the city.

The earliest window downtown by a distance — it opens in the morning and on some days does not stop until eleven at night. Coffee at one end, cocktails at the other, same room.
When downtown happy hour actually happens
Four o’clock is the most common opening, three close behind; six is the most common close, then seven. That is the ordinary shape, and it matches the rest of Austin.
What downtown does differently is the second window. Twenty-plus of the venues we track down here run a window closing at 10 PM or later, and a number of bars run two separate happy hours in a day — an early one and a late one with nothing in between. If your evening starts after work drinks have ended everywhere else, downtown is where it is still possible.
The price gap is the point
Roughly a third of downtown places are $$$ or $$$$, against about one in ten in East Austin. That sounds like bad news for a cheap night out and is actually the opposite. An expensive restaurant discounting a raw bar by two-thirds produces a better deal than a cheap one discounting it by a dollar, and downtown has more expensive restaurants than anywhere else.
The practical version: look for the places whose regular menu you would not otherwise order from.
Getting around
